DescriptionScope of step 2:

1. Merge install.php, upgrade.php and dictionary.php into one single file.
2. Make it possible to move "gateways" directory outside of "wwwroot".
3. Make it possible to include "init.php" from 3rd party scripts w/o first changing directory.

Number 1 is superseded by 389.

Number 2 is straightforward, when "gateways" directory is moved away together with the user-added files.

Number 3 depends on the way secret.php and local.php are included (both operations may fail, and the failure to include the latter isn't fatal and must not generate any messages).
